During four days, from 21 to 24 October, 2015, a national research university - N.P. Ogarev Mordovia State University hosted the round table sessions ("Financial and legal knowledge as a basis for success").

The round table was among the scheduled activities within the framework of the grant "Lifelong education: opportunities in the Russian-European integration (LED)" supported by the EU Jean Monnet programme "Lifelong Learning Programme" and administered by the Executive Agency for education, audiovisual and culture; the programme focuses on the study and development of European integration in the field of education.

The round table discussions pinpointed the problems of lifelong education pertaining to legal and financial awareness and literacy and was attended by teaching staff, scholars, postgraduate and undergraduate students from N.P. Ogarev Mordovia State University, Mordovian Institute of Humanities, M.E. Evsevyev Mordovian State Pedagogical Institute, Saransk Institute of Consumers’ Cooperatives, (an affiliated branch) of Russian University of Co-operation, high school students from educational institutions of Saransk city.

Among the guest speakers of the round table were representatives of higher educational institutions of Belarus, Moscow, St. Petersburg, Nizhny Novgorod.

The wish to attend the round table has been expressed and fulfilled by representatives of such organisations as Advocates’ Chamber of the Republic of Mordovia, the National Bank of the Republic of Mordovia, the Ministry of Internal Affairs, the Ministry of Informatisation and Communications of the Republic of Mordovia, OJSC "Sberbank".

ВThe first day of the Round table featured the welcoming speech of the Vice-Rector for academic studies – Alina Y.Maslova to local participants and guests of the event. In her speech, Mrs. Maslova stressed the point that lifelong education in conditions of scientific, technological and social transformations of society was one of the most important ideas of current time.
The discussion on the issue

«Lifelong education: problems and prospects»

was led by following tutors:
Nadezhda D. Guskova - doctor of economics, full professor, Head of Chair of Management, Faculty of Economics, Ogarev Mordovia State University.
Olga F. Malashenkova - associate professor, Kandidat Nauk degree holder (PhD) in economics, Deputy Dean of the Faculty of International Relations, Belarusian State University.
Opening the round table session on problems of lifelong education, Nadezhda D. Guskova remarked on the fact that the project activities were a logical continuation of active co-operation between Mordovia State University and the European Commission within the Jean Monnet programme. In 2012, Mordovia State University held the international conference "Bologna process – awareness, interest, desire, action (BP-AIDA), and in 2014 followed the international conference "Lifelong education for sustainable development".
The representative of Belarusian State University Olga F. Malashenkova, in her talk, shared the experience of Belarusian scholars in their endeavour to nurture entrepreneurial spirit throughout the persons’ lives. (view the presentation).
The following talks of the participants of the round table were devoted to the problems of quality of education and the role of lifelong education in conditions of innovative economy. The discussion was led by Olga I. Averina - head of the Chair of accounting, analysis and audit; Elena E. The discussion on the issue

«Problems of enhancing legal and financial literacy for the sustainable development»

was mediated by following tutors:br> Larisa A. Chaldaeva - doctor of economics, full professor, Chair of Company Economics, Financial University under the Government of the Russian Federation
Yulia N. Sushkova - doctor of historical sciences, full professor, Dean of the Faculty of Law, Ogarev Mordovia State University.
Yulia N. Sushkova - Dean of the Law faculty of Ogarev Mordovia State University underscored that legal literacy is an important factor in extending the socialisation and accepting legal values and moral behaviour in society.
The following talks were devoted to the problems of legal education. This issue was addressed by: Alexander I. Amelin – President of the Advocates’ Chamber of the Republic of Mordovia; Olga A. Sukhova – assistant professor, Chair of criminal procedure, justice and prosecutor’s supervision, Elena V. Burdina – associate professor, Chair of Civil law and Procedure, Lilia Y. Fomina – associate professor, Chair of International and European law, Law faculty of Mordovia State University and other attendees.
The round table session on problems of enhancement of legal and financial literacy was finalised by the talk of the scholar from St. Petersburg State University - Irina V. Pavlova. She spoke about the experience of St. Petersburg State University in creating the Centre for financial literacy which casted itself as form of interactive teaching of students through the practice. was administered by following tutors:

Vladimir N. Emelin - associate professor, Chair of Accounting, Analysis and Audit, Faculty of Economics, Ogarev Mordovia State University.

The following talks featured this session:
Sergey Yu. Domnin - Head of consolidated economical department of the National Bank of the Republic of Mordovia, Volgo-Vyatsky head department of the Central Bank of Russia. His talk covered the aspects of financial literacy of Russian people. (view the presentation).
Alexey G. Shirmanov - Head of the department for fighting against violations in Information Technology, Ministry of Internal Affairs of the Republic of Mordovia. In his talk, Mr. Shirmanov told about the main types of offences in the field of information technology in respect to financial matters; on available ways to protect finances.



  
  

The discussion on the issue

«Financial and legal knowledge as a prerequisite for personality evolvement»

was initiated by following tutors:
Nadezhda I. Yashina – full professor, Head of Chair of Finance and Credit, Lobachevsky State University of Nizhny Novgorod
Irina V. Pavlova – chief specialist of the Department for Public Relations, Saint Petersburg State University. The author of the project - Centre for financial literacy and the developer of financial literacy conception.
The scholar from Lobachevsky State University of Nizhny Novgorod, Nadezhda Yashina, spoke on «Some aspects of managing personal finance in modern conditions». (view the presentation).
Vera N. Klyuchnikova - Deputy head of the Department of the Pension Fund of the Russian Federation in the Republic of Mordovia, told about the main lines of development of the Pension reform in Russia, retirement policy and plans for pension savings

The topic for discussion in the third day of the round table session was a substantive issue that evoked a wide response among the participants –

«Lifelong education as condition for social mobility caused by Russian-European integration».

The discussion was led by following tutors:
Natalia Sh. Vatolkina - associate professor, Chair of Quality Management, Faculty of Economics, Ogarev Mordovia State University, Head of International Relations Office.
Dmitry V. Suchkov - associate professor, Head of Chair of International Management, Deputy Dean of the International Institute of Economics, Law and Management, Nizhny Novgorod State University of Architecture and Civil Engineering.
Olga P. Fedotkina - associate professor, Chair of Finance and Credit, Deputy head of International Relations Office in charge of academic exchange programmes and academic mobility

The following talks featured this session:
The representative of Nizhny Novgorod State University of architecture and civil engineering, Dmitry V. Suchkov, in his talk shared his experience in running a joint EU project within the Tempus programme - Erasmus +. (view the presentation)

Natalia Sh. Vatolkina and Olga P. Fedotkina in their talks placed greater focus on academic mobility, its types, levels, international dimension of education and the possibility of studying abroad in European countries (view the presentation and another one)
A short address by Alexander Yakimov – postgraduate student, Faculty of economics, holder of the Russian scholarship for Students and PhD Students Training Abroad, who is currently studying in London, finalised the session.

«Information technologies in teaching financial and legal issues»

was administered by following tutors:
Tatiana A. Salimova - full professor, Dean of the Faculty of Economics, Ogarev Mordovia State University.
Yury V. Sazhin - full professor, Head of Chair of Statistics, Econometrics and information technology in management, Faculty of Economics, Ogarev Mordovia State University.

The following talks featured this session:
Mikhail I. Korotin - First Deputy Minister in charge of Information and Communications of the Republic of Mordovia, in his talk gave a detailed account of the creation of electronic government, explained the algorithm of work with Unified portal of state and municipal services and presented the Unified system of identification and authentication.(view the presentation).
Representatives of the public joint-stock company "Sberbank" – Evgeny V. Dudoladov and Dmitry V. Lamzov, gave examples of practical activities pertaining to identification of illegal actions with the use of information technology in banking.

On 24 of October 2015 the round table entitled

«Financial and legal knowledge as a basis for success»

ended with a summary of sessions and approval of resolution.
